Animal lovers in Rockwall have been following Rockwall Shelter news for months and now it’s official. As of today the Rockwall Animal Adoption Center is no longer operating as a city-run facility. Wednesday, August 1, is the first day for the shelter’s new management — the Legacy Humane Society.
